I think that so far this book is plot driven. I say that because without Bilbo leaving and Sauron rising, Frodo would never have to go on his journey. Also most of the friends and ally's he makes are because they see the situation and are trying to end the threat to themselves in the best way possible. Even the creatures that help them are stirring in the first place because of the evil taking hold.
