Joe and Frank have solved the mystery and rounded up the gang. In the end, Clint Hill was alive and working undercover to trap the gang himself. The setting of the novel is in a city called bayport, around the 1960-1980s. The city is in America and has a coastline. The town is just the average suburb. The setting does not matter because often the characters travel around, and the mysteries could happen anywhere/when.

Joe and Frank have split up to follow Zimm and Lieber, who are suspects. "'Our films! They've been stolen!'" (59) is an important quote because it explains how the films they took of the countryside are valuable. This could mean that the area the looked over could possibly be the crook's hideout, which is why the crooks do not want them having those photos and would steal them.
