The author introduces the Spanish way of conquering and overruling in South/Central America (Argentina, Mexico, Colombia, Peru; Incas, Aztecs). Then he talks about the English attempt to use this model in North America (Jamestown, Virginia, Carolina) and why it failed, while briefly comparing both situations, and how a new model (based on more democratic values) was better fitted/inevitable in that case.
