So far, I'm wondering if there is any discussion of places and times where insurgencies were rendered more or less irrelevant and the occupying force managed to win collaborators in greater numbers than the insurgents.
One place that comes to mind is both sides of the eastern front in World War II. I'm not sure this is the answer anyone is looking for, but I think it fits the bill.
