Were any of the policemen that saw Wolfe, helping Noah? I think at least one of them is because they seemed to know a bit about him. And also the one FBI that was talking to Wolfe said he just lost a lot of weight because Wolfe saw his picture. I don't know why he didn't look through their helicopter though.
