That was certainly an abrupt ending to this volume. It just sort of...stopped.
That said, my wife assures me that the manga is far richer and more complex than the anime, and I can see glimmers of that here. The anime was almost a satire of itself, while the manga presents the law enforcement agents as highly competent and serious.
