Hobbes argues that a monarchy is the best form of government for protecting individual rights: “For no king can be rich, nor glorious, nor secure, whose subjects are either poor, or contemptible” (Hobbes 115). This quote is showing his belief that a king cannot prosper if his subjects aren’t either, so he will be more inclined to protect the individual’s rights.

This’ll be a long quote so buckle up. Hobbes thinks that an ecclesiastical absolutist is the best way to secure individual rights. He enforces this when he states, “yet in all times kings and persons of sovereign authority, because of their independency, are in continual jealousies, and in the state and posture of gladiators, having their weapons pointing, and their eyes fixed on one another” (Hobbes 79).
