Some folks live above ground making propaganda for their people, and have something called leadies working for them. Much more people live in underground "ant tank" colonies, building said leadies for warfare agains the Soviet bloc. The third World War begun around 2010.
Now some undergrounders have to go above, which'll provide some eye-openers.
