Warner is the villain of this book. He is keeping Juliette, the main character hostage in order to use her for his personal gain. Warner's entire motive is to have Juliette torture and kill all the people that rebel against him. Juliette despises him for keeping her hostage and keeps on trying to find ways to escape.

Adam's motivation throughout the entire book is loyalty. Adam went on an undercover mission for the government to get to know Juliette and make sure she wasn't a threat. The entire time she complained about how the government sucks and how this isn't the world she wants to live in. In the end, Adam still went behind her back proving that he is loyal to the government and the government only.

The tone of this book is forceful, hopeless, and sinister. The book starts off with the main character Juliette being trapped in a cell acting as if there is nothing left in the world and the world is ending. The government killed off those who were strong enough to fight back, and imprisoned those who failed to live up to a certain standard to reach utopia.
