There are some parallelism between the Manga and the TV show (i.e. name of the Kamen Rider is also Kotaro, he transforms, and he defected from the evil organization, Golgom). Although I find the TV show more appealing because of it being dark.. or perhaps, the Manga is giving off a tone-down darkness because of the way it is presented/drawn..
