"Underdog strategies are hard...You have to be so bad that you have no choice. [Some] teams are just good enough that they know it could never work. Their players could never be convinced to play that hard. They [are] not desperate enough." Reminds me of a line in "Sandstorm" - "Innovation is born out if necessity." It's difficult to influence change w/o an obvious need and to motivate people to stop being mediocre
