Though academic and somewhat dry - and certainly more detailed with regard to the minutiae of economic and diplomatic matters than I needed, the book nonetheless presents a thorough and authoritative portrait of the topic. Both sides of the modernization debate came to the same conclusion - aggressive use of the military for expansionist aims. Not a good set-up....
