I thought this was the second time I had read this book but according my Goodreads note this is actually the third. I have no way of knowing if this is The Best book on shame, but it is very broad with many, many references & quite a good place to start.

p111-113 masochism is a means of avoiding shame
p125-126 shame-based personalities cannot take personal responsibility or be moral actors

I read this book about five years ago and I always remembered it as something important, though I can no longer remember anything of what it
