The Rebels planned to infiltrate the Union Central to get the vaccine for the virus that was recently released. Their infiltration goes into plan at first, but however, several casualties - including Harvey himself - were a result of this operation. Gray got Emma with him (along with Bree and the other Rebel members. However, Bree was shot just before they could escape.
