Turner concludes that for Luke the 'Spirit of Prophecy' is more than 'empowering to witness'. It shapes the church and therefore the individual, & is the means by which God exercises his promised cleansing and transforming rule over Israel, using her as the Servant witnessing to the world.

Ch.1 - The Spirit in OT and Intertestamental Judaism - OT Spirit seen as God's essence, as with human spirits. In ITP Spirit of prophecy affords (1) revelation+guidance (2) communication+infusion of wisdom (3) invasive prophetic speech (4) invasive charismatic worship (rarely). But also acts of power and ethical change (contra Schweitzer / Menzies). An expected Messiah endowed with the spirit of prophecy and power.
