The inciting incident of the whole series is when Voldemort shows up in Godrics Hollow and fails to kill Harry. However the inciting incident for only Harry Potter and the Order of the Phoneix is when the dementors try to attack Harry and Dudley. This is since the incident leads Harry to 12Grimwald dr which leads him to know about the order. You could also say the Ministry of magic nor believing Voldemort’s return.
