The author intend the American and other country that not all japanese has a fault for what happened in the pearl harbor.
I think the title is poor because how this book is Eyes of the emperor but it is all about the japanese that don't know why japan attacked the pearl harbor.

Knowledge
The problem that they have in the book is that Japanese attacked the Pearl Harbor. And the U.S didn't trust the Japanese because of what happened. The japanese solve by showing their loyalty to the U.S.
Application
The lesson that I learned in this book is that japanese that live in the in hawaii don't have fault in what happened and the U.S should trust them even if their country attacked them.
