1. State of Nature - All humans desire power and power comes at the expense of other humans.
2. Sovereign is required to tame this state of nature and ensure that individual humans don't disturb peace of society in pursuit of power.
Though many a commentators I have read, have cautioned from deducing this, but I can't help but see Hobbes as affirming the rights and powers of King to rule over the parliament.
