I put this book aside for awhile for various reasons. Cooperation between the CIA and FBI has been improved quite a lot since this book was written in the 1990's. Particularly thanks to Robert Mueller's time as head of the FBI in 2001. Also I think professionalism has been emphasized over ideology since the mid 1990's in some intelligence agencies where this had previously been problematic.

The FBI and the CIA really hate each other... The laws governing all this are very strange, especially Counter Intelligence or spy catching. And the FBI and CIA philosophical approach to do it are diametrically opposed. I'm sure that's working out just peachy in 2017!

Interesting so far the intelligence versus counter-intelligence gap is already obvious in 1941. The FBI boyscout on steroids severely limited there usefulness and even understanding of what was really needed to conduct ANY kind of intelligence operation. Somewhat better today but still evident today in 2017. The division of responsibility is idiotic and counterproductive.
