No. 1 (Hamilton) is tough to understand, but what I can get out of this is:
1) Hamilton probably wants a democratic government that gives a lot of power to the people.
2) If societies are capable of establishing a good government by their own will, or if not, then that is how philanthropy and patriotism is induced in the people.
3) Hamilton recognizes obstacles to the Constitution.
4) People want the Constitution.
