I was mistaken with saying that Samuel wasn't a priest. He performed priestly duties multiple times and is listed in 1 Chronicles 8 as a Levite. Imes is in fact correct in her opinion, it seems.

Imes calls the prophet Samuel the "faithful priest" spoken of in 1 Samuel 2:35 (p. 111), even though Samuel was an Ephraimite and never called a priest in Scripture. She also makes the petty error of claiming the "people of Judah" to be the ones rebuked in Ezekiel 36 (pp. 122-23), even though the chapter itself states multiple times that it's the "house of Israel" being addressed.
