Really enjoying this book. It’s pretty fast paced and world building is good although I still have a lot of questions (especially about the “games”)

So far really interesting premise... but I have a lot of questions. Why are the games in the middle of the city? Does the government actively want random citizens to die? Why don't the citizens complain?
