Richard Dolan is a very good investigator/reporter. I learned about (what I call) other dimensional craft that briefly show up. Occurrences happen globally in the water. The Soviets did much research into this topic. Also individuals on pleasure boats have experienced seeing them. Chapters cover the topic by eras.
