So far they talked about how the CIA was a failure in the first place. One of the reasons they talked about was that it was penetrated early on by the Soviet KGB. They also talked about the beginning of a repeated failures in the plans. The Soviets successfully penetrated the CIA and for decades the moles where never detected by the U.S. Intelligence Agencies.

So far the book is talking about the beginning of the CIA during the end of WW2 when the CIA's predecessor the OSS was bing dismantled. The leaders of the OSS have been trying to convince president Truman that they needed to run the new CIA. But unfortunately for the leaders of the OSS Truman made a decision judging from the past mistakes the OSS made he denied them the chance to lead the new agency.
