Why does he keep talking about "The west"? If the brains functions are universal and distinct from the sociological, then wouldn't all his conclusions apply to "The east" as well?

The one stars are right. This book is repetitive and reductionist. A man is out of his depth when he is doing 1 citation crime per sentence.
