One of the main characters, Roeder, worked as a designer for a company that built Amelia Earhart's plane that collapsed in the ocean. The main character, Sebold, who eventually becomes a hero to the U.S., receives this letter from a doctor, and " is at the mercy of certain German Secret Organizations."
