Mexican delegates at the Treaty of G. Hidalgo after Mex-Am War requested American citizenship be offered to all inhabitants. US Naturalization Act of 1790 specified citizenship was only for "free white persons". Therefore, US had to legally qualify Mexicans as "white" to honor the treaty. This is why there's the "White: Hispanic or Non-Hispanic" section of demo forms, in addition to the "race" section.
