The Lull Ends; the Storm Begins. Noriega declares war against the U.S. Elena goes home to be with her family. Panamanian military forces surround their home, to keep them from fleeing to Costa Rica. American Military forces surround the Catholic Nunciature, where Noriega has sought asylum. They blast loud rock ‘n roll music at the Nunciature around the clock until Noriega finally surrenders.
