Nope, civilization was well and flourishing back when the monster was a God. It was just a different kind of civilization. The Minoans of Crete are a perfect example. The Indo-European “monster-slayers” needed a few centuries to reach the level of sophistication that Minoans possesses just before they collapsed. And yet, the urgir does have a point: once they reached that level, the Indo-European Greeks created a civilization that was far more conscious of itself.
