ਭਗਵਤੀਚਰਣ ਵਰਮਾ ਨੇ ਚਿਤਰਲੇਖਾ ਲਿਖਣ ਦਾ ਵਿਚਾਰ ਉਦੋਂ ਬਣਾਇਆ ਜਦੋਂ 1929-30 ਦੌਰਾਨ ਉਹ ਇਲਾਹਾਬਾਦ ਯੂਨੀਵਰਸਿਟੀ ਵਿਚ ਵਕਾਲਤ ਦੀ ਡਿਗਰੀ ਕਰ ਰਹੇ ਸਨ। ਹੋਸਟਲ ਦੇ ਕਮਰੇ ਵਿਚ ਨਾਲ ਰਹਿਣ ਵਾਲੇ ਭਗਵਾਨ ਸਹਾਏ ਨੇ ਇਕ ਰਾਤ ਵਰਮਾ ਨੂੰ ਕਿਹਾ ਕਿ ਭਾਰਤੀ ਲੇਖਕਾਂ ਦੇ ਲਿਖਣ ਲਈ ਕੁਝ ਨਹੀਂ ਬਚਿਆ ਹੈ ਕਿਉਂਕਿ ਪੱਛਮ ਦੇ ਲੇਖਕਾਂ ਨੇ ਕੋਈ ਵਿਸ਼ਾ ਛੱਡਿਆ ਹੀ ਨਹੀਂ। ਭਗਵਾਨ ਸਹਾਏ ਨੇ ਉਨ੍ਹਾਂ ਦਿਨਾਂ ਵਿਚ ਮਿਸਰ ਦੀ ਸੰਤ ਥਾਇਸ (ਜੋ ਪਹਿਲਾਂ ਦਰਬਾਰੀ ਨਾਚੀ ਸੀ) ਬਾਰੇ ਅਨਾਤੋਲੇ ਫ਼
