Oh, no doubt. I'll let GR decide how to handle this one. If the page was started because of the quotes, does that mean the quotes are only from authors? No singers or other famous folks? I never noticed before. I thought authors had to request these pages, so maybe he did it hoping to tap into the YA readers. ?
He meets the notability guidelines for quotes. That means he has an "author" page, as adding a person as a quote source creates one.
The photo was not legal, and the description excessive for someone who just has quotes here, but I think that's about it we can do.

Quotes can be added for any one who fits the "notable" criteria not just authors. When the person adding the quote, adds the name it creates an author page (although in the beginning of time, I did not think it did)
Some one (a fan) as then added the "author bio" it is not a GR author claimed profile

You're right. But that caused problems. So now we're stuck with these "author" pages.

I see Rivka is editing the page. Following the librian edits, I see there is a few more fan pages. I assume this is the entire boy band, lolhttp://www.goodreads.com/author/show/...

I wasn't looking for one, honest. It just turned up.

... I see a book there, not sure what you're seeing.

When I posted the link it was to a GR author called "00000000" with no books. I couldn't see the edits then, obviously, but I can now. Is he no longer a GR author or is it something to do with you renaming it back? Presumably there were no books 'cos the author himself renamed his profile AND his books.
I'm glad to see that it's ok to be "notable" without being an author. A good change from the earlier days when I had to jump thru hoops to add a Bob Dylan lyric since it was song lyrics, not a book quote. Bravo.
Song lyrics are still not quotes. And the notability guidelines have stayed the same from the beginning.
