i cannot find this blasted book!

Okay, so a loooong time ago I was reading this SciFi/Fantasy book...and I cannot think of the title, author, or anything! I remember the first couple chapters, luckily. Let me know if you recognize this?

It's about a witch who lives on (i'm thinking) Robin Rd...the area is surrounded by a pentagram made of blue lights. There is this business about going into space on a broom-powered spacecraft.

The cover - it looks as though you are looking out of a window, and the room is filled with all of these 'witchy' supplies, and crystal wands...

Please help! This is killing me!

Could it be Operation Luna by Poul Anderson? It has the blue lights and pentangle motif in it.
