Laura, I don't know if this is the one or not (and I'll await Krista's final answer), but years ago, I read a book titled CALL ME JOCKO. It was about a little boy who carried around a paraffin lamp while keeping watch on his sheep at night. He kept accidentally lighting hay fires, but he never could figure out what was causing the fires until finally a girl from the neighboring town saw what was happening and reported him to the Ministry of Agriculture. I don't remember what happened after that. Could this be the book you are looking for?
No, I'm really pretty sure that in this one, the girl was the shepherd, not the boy. Also, I don't recall fires -- I do recall lots of long descriptive passages about the surrounding terrain, but I could be confusing that with another book.
Oh wait, did she have a dog? Well, maybe it was a cat or even a special pig on the farm or something. I'm pretty sure there was a pet of some kind.

I read this book sometime in the 80s, I'm pretty sure. It had to do with a teenager, I think she may have been mid-eastern or African, who went to become a shepherd maybe somewhere in the Orkney Islands, or possibly in the Hebrides. Or the Isle of Mann, come to think of it? Anyway, she also had a brother I think, and he may have been handicapped in some way -- maybe with a prosthetic leg? Or maybe he was mentally handicapped, I can't quite recall. He may have been her friend instead of her brother, or maybe even a cousin instead. Anyway, I'm hoping maybe Krista can help!
