I agree that the cover art for book 1 is incorrect. The cover states BBC Audio and Four Dramatized Stories and thus is clearly the cover for an audio edition and not a paperback. Is this cover the one you have?
I'm not sure what else is incorrect with Book 1, all the other information seems to match the WorldCat entry you linked... unless I missed something. :)

Book 1 is using the default description from book 2, which is why they are the same. The reviews are combined together because books 1 and 2 are already combined.
It seems like the cover for book one needs replaced. Do you have a scanner by any chance?

Summary for Padding at the Beach: "Paddington Bear heads to the beach and worries if he will be able to enjoy his bun as one seagull after another follows him in hopes of stealing his snack."
Summary for Paddington at the Seaside: "Paddington Bear's visit to the beach takes a comic turn when he innocently interrupts a Punch and Judy show."

Because Paddington at the Seaside is the one I have a physical copy of, shall I make sure all of its information is correct, regardless of the confusion it may cause reviewers? I do have a scanner and will attempt such magic after work.
I'm not going to even touch the erroneously-combined part!

I separated the editions. It looks like all the reviews went to the Beach book. There are no reviews (only ratings) for the Seaside book now. :)

Book 1 has the cover art for book 3, and I think the reviews and information for book 2.
I have a physical copy of book 1; the WorldCat info is correct (http://www.worldcat.org/title/padding...). I do not have an example of the cover art.
Books 2 and 3 have different titles, formats, etc., but the same description, and should be combined, I believe. However, I don't want to do that until the overarching confusion about book 1, especially the reviews, is cleared up.
Can someone help or advise? Thank you.
