Book or not a book

This book appears to have no ISBN that I can find anywhere, so I'm wondering is it a book or not. I looked at the librarian's manual and it seem to imply that because this is a single issue comic it's not a book but it is not like the single issue archies or Super Hero comics. I checked this out from the Graphic Novel section of the library-not the periodical section.
Thanks-I just don't want to put it in the wrong spot and this will be the first book I've added without ISBN :)
