I suppose getting a personal recommendation from someone trusted would be best.

I'm actually on my third editor and can highly recommend her and her group of beta readers.
My first editor released a book not long ago and has received several bad reviews about poor punctuation! Beggars belief really.
I could never or would never take money from people if I wasn't qualified to do the job I was being paid for.
Drop me a line if you want the name of my editor. Good luck. Try not let the experience sour your enjoyment of writing though.

Perhaps this group could keep a list of verifiable editors for future reference.

I use D.M. Andrew's editor RJ locksley.
I based my decision on several things, a couple were, an edited sample 1000 words of my work was provided for free, so I could check the quality of work, and I could pay in installments.
Word of mouth counted for a lot.
I'm a poor struggling author after all.
The guidance they have given me is top notch, things I never considered and were missed by the previous editor.
Check them out, decide for yourself, but I'm happy.

Please, please, please choose an editor carefully.
Ensure that they have verifiable experience, and sample their work before you commit to their services.
I made the mistake and assumed that my editor was good, and now I'm using a second editor to fix the first's mistakes.
An editor is essential, BUT CHOOSE WISELY.
