The rebellion story would have still beed there, but only Gale would have been in the picture.
And frankly - anything with 'only' Gale would have been boring!

From the get-go, Peeta guided Katniss and was that voice of reason; just the simple head-shaking while on the platforms delayed Katniss from getting the head start for the bow and arrows and forced her to listen to Haymitch's advice and head for the hills. From that point forward, Peeta makes every attempt to protect Katniss from even her worst enemy, herself.
She is much like Gale in that she is willing to be ruthless and risk her safety; I also think she is a touch too impulsive at times which sometimes is helpful, other times harmful.
Anyway, I'm glad you pointed that out because I do feel people harp a bit much on Peeta's "softness" and forget his pivotal role in the arena; the two (Katniss and Peeta) were very much two halves of a whole. Neither would have made it out without the other.

And, most impotant Peeta rules, and Gale should be dead

but gale and katniss's family would have died and therefore wouldnt be interesting. but peeta would have probably switched places like katniss did with prim. and gale would b mad and peeta would explain that he didnt do it for that reason. everything would go crashing down cuz gale loves katniss and they r suppose to b cousins!!

The cousins ploy wasn't established until after the Hunger Games was finished; it was to gloss over any skeptism people would have (and keep the Capitol at bay) since Katniss was supposed to be madly in love with Peeta.
I also don't know if Peeta would have volunteered for Gale; I really don't think he develops his strength until circumstances are forced upon him and he has no other choice. I adore Peeta but since he tends to be an introvert and a softie, it seems a stretch that he would declare himself like that in the first book. The tournament strengthens him so that in CF he has no hesitation in volunteering but THG? I don't know...
