Suzanne Richardson Arnold McNulty making a law to make any type of spell casting in public illegal.

It was true, McNulty was one of the more radical officials at the ministry - he was among those petitioning to raise the wand - carrying age to thirteen! - but a move like this would certainly be political suicide. Surely he wouldn't want to risk his job on such a hopeless law?
