All 3 of them are good looking in their own way.
I find Peeta more cute/adorable/handsome and I found Gale to be hot/sexy/handsome and with Cato I just found him to be hot.

I also think that Cinna is hot. Especially when he has Lenny playing him :D

But if this was between the guys throughout the entire series I'd say Finnick and Gale <3
