Who invented the Games?

I should probably know this, but who actually invented the Hunger Games? Was it President Snow? I am so ashamed that I have to ask this. :)

I don't think Snow was born yet, but I think it must have been the President before him or the one before that President.

I don't think the book mentions it. But it did say they were created after destroying district 13.

No, it wasn't Snow. The rebellion would've happened at least 74 years before Katniss's Games. That's about Snow's age, so he wouldn't have been born yet, or would have just been a child when the Games were created.

Oh yeah, that's a good point...unless of course, Snow is incredibly old and they've figured out some way for him to keep on living.
