Because if the peacekeepers caught her there would be hell to pay for her and her family. Sneaking around district 12 wasn't really a walk in the park.
I only guess that because they were there to hurt and hold down katniss because of the rebellion so hurting people she knew and was. Friends with wasn't out of the question...I'm assuming

Atleast that's what I think haha I'm not positive though. But yeah- I'm pretty sure it was because she went out in the bad weather and risked it all to bring something for Gale. I guess he thought she was crazy for that. Plus he makes that comment about "She must have a taste for strawberries."
