Dr. Steve and other spies in the COC had captured Cammie and had brainwashed/hypnotized her with the music so that she would do what ever Dr. Steve said. Cammie could't help but follow Dr. Steves orders and I don't think it occured to her until afterwards once she was safe and back in her moms office that she had been duped in the first place. To answer your other question Dr. Steve was one of the many workers in the COC, but Dr. Steve was of low ranking, at the very bottom of the food chain. He was just following orders. Also the COC didn't "erase" Cammie's memories. She still has them somewhere but with all the truma with her being tortured and all her body and brain went into lock down. In the future Cammie may be able to regain her memory but I don't think that she wants to anymore since she alreadys knows most of what happened and probably dosn't want to relive the torture the COC put her threw.
