Agree but I don't think it is just as bad because you are not doing the bullying its just you are not doing anything about it

I Agree because if you are not doing anything when someone is bullying another person then you are equally responsible for the damage.

I don't think you can really compare the two fairly. A bully is purposely doing something to hurt someone, but a bystander is just a coward.
