I think Peeta did...he lost his family, he's been having this crazy on again-off again relationship with Katniss who was also kinda mixed-up with Gale. He was tortured to the point where he attempts to kill the girl he loves, his memories were tampered with.....He is the only one who really got left alone, even though he got Katniss back.
I think both Katniss and Peeta, suffered the same. Both loosing so much, it is hard to really compare.Yes Peeta was tortured, but Katniss was thrown into a rebellion, and was made their Mockingjay, without her knowledge. When all she wanted was to keep Prim out of the games. No matter what she did, in the end she still ended up coming out short..
After thinking about it, besides all the character mentioned, think about Haymitch, he basically buried all his grief in drinking, never slept at night so he wouldn't re-live his memories, in the games he lost an ally, he didn't have any family, and both times he almost lost his tributes. As a mentor, he must have been put under lots of pressure when they were in the games both times, and then helping in the plot of the rebellion, having Peeta suffer through torture, seeing Katniss lose everything, I think it hit him hard. He's had a hard life. Let's not leave him out.

I never thought of it that way. He did suffer alot... And him having to attend every single Hunger game each year, watching two kids from his district die each time, had to have take a toll on him..

So do I. I think I agree with everyone to be honest.
Peeta and Haymitch, but then again, the moment you numb suffering with alcohol or drugs, it isn't really counting. Peeta went through it all without much comfort, with loss, without knowing if he was loved or valued, and found not only a way back, but a way to become not only who he wanted to be, but preserve all the good that he was.
Aside from Haymitch, for the good reasons mentioned by Christina, I'd say Octavius.Only because through out her life its been perfect, and she's been treated like a Capitol member was always treated. I always liked them because they genuinely did like Katniss and didn't want her to die. Which is why I really did feel for her Prep Team when Katniss found them in the lower floors of D13.
Octavius lived a life of luxury and then was suddenly thrown into D13 and tortured naked. I don't think she suffered the most, but she's forever scarred like a majority of the characters in the books.
This is quite a depressing book from this viewpoint. But also very real and amazing. Anyway, I think that, honestly, each and EVERY character was tortured in their own individual ways that could only be scarring to them the most. Katniss/Depression & being controlled, Peeta/Loss of memory & insanity, Haymitch/Being alone & having so much loss, etc, because all their lives were made into a living Hell and they all got the short end of the stick when it came to complete happiness.
Katniss. Actually , everyone in the book.
either johanna, katniss, annie, katniss' mother, peeta, gale, finnick, president snow, katniss' prep team, etc.
Katniss and Peeta.... Oh!!! And the reader. Did anyone else feel changed after reading this series??
I think Katniss's mother suffered the most. She lost absolutely everyone she ever loved. For example, she lost Prim litterally and lost Katniss mentally and emotionally. After everything that happens in the series, Katniss would never be the same girl she once was. Even after everything was over, Katniss was sent away from her. Ms. Everdeen also lost her husband and all of her friends back home from District 12
Prim,First,Her father is blown to bits in a mining accident at 7
Second, she is reaped for the Hunger Games and her sister take her place
Third, she gets to watch her sister be attacked and nearly killed over and over again
Fourth, when she thinks that katniss is safe and things will be okay, Katniss has to go in the hunger games again and she is only 13 okay that is a lot for a 13 year old to handle
Then she is stuck in a war where she get's to constednly watch her sister being harmed again ((that is a lot of times))
than she has to go in the frount line of a war when she is killed by her sister best friends bombs
yeah I think prim kinda suffered at lot
AND THAN SHE GET'S KILLED THAT IS JUST UNFAIR
In the end all the characters suffered different kinds of pain. But if I had to put them in order as to who I think suffered most was:
1.Katniss (Shes left to fend for herself after her father dies, has to learn how to hunt and find food. Takes her sisters place in the Games. Watches Rue die. Gets threatened by Snow. Plays pretend love with Peeta. Gets put into the Games AGAIN! Becomes the Mockingjay. Sees a Peeta who doesnt remeber her. And finally, watches Finnick, Prim and everybody else die)
2.Peeta
3.Haymitch
4.Johanna
5.Finnick
6.Gale
So many of them suffered, but for me it was Haymitch, because he never allowed himself to have anyone in his life....unless you count his booze!
Gale, I mean his dad died, he had to care for his family, Prim, who was like his sister got reaped, his best friend took her place, he had to watch his best friend get attacked, and fall in love with another guy, his best friend went back into the Hunger Games, he created a bomb, thinking it would do good but instead killed Prim, and lost the love of his life.Oh, and Annie.

I loved the books, but in third it seemed not vaguely depressing. It felt like an uphill battle to finish it, so I was a little sarcasticly saying 'me' the reader suffered the most by the end. By comparison the characters has it easy.
Forgive me, I'm English, sarcasm can sometimes be a second language.
Finnick spent years getting raped. Years. Getting raped. On top of that, he got ripped limb from limb by absurd lizard men. As he's getting ripped limb from limb, he gets the pleasure of thinking about the mentally disturbed wife he left behind fending for herself.

Annie. Poor thing will go even more crazy after Finnicks death. Hell, so would I. I mean come on, It's FINNICK!
PEETA, because ,i mean, he was TORTURED! all for Katniss too, and she never really appreciated it. poor Peeta.
