Question about API Terms...

Hi,

This may be a silly question, and may have been asked before, but I could not see anything obvious...

The Terms & Conditions require no more than 1 API call per second. This sounds fine...except I want to use the API in a mobile app, and if I do so, all I can really do is limit API calls to 1/sec PER DEVICE.

Is this what the limit is supposed to imply?

If not, is there any way you can impose the limit on your end?

I'm working with people on a new project where we think we'll exceed this limit. Is this limit by user or site?
