It's just that we see the world through his eyes so his presents get a lot more of attention then the simple mention he got something for anybody else or the happyness when they see what he got them and they shout a short "thank you" or such.
E.g. in "The Goblet of Fire" it is mentioned that Harry got Ron a Chudley Cannons hat. As all his friends are usually still on speaking terms with him after opening the presents it's fair to assume that he has at least made a certain effort.
In "Order of the Phoenix" it's a broom compass for Ronald.
As to "he has got money"... in Canon Harry only once visited his vault for himself and did not take too much out of it. Then he had to pay his wand and other school supplies from this money and on the Express bought lots of candies... so we never were told how much to spend he has left. All the other years some other person made his purchases for him and it's never mentioned how much of an allowance he gets handed, the most seems to be the year Bill went and then it's only said "a bag of money" which might be a purse like the ones worn on the belt by people in the middle ages or it might be as big a sack like when he got his Triwizard cup winnings, we just don't know. But we DO know that he had often no chance of actually buying stuff in person. First two years he isn't allowed in Hogsmeade and in his third year he can sneak out just when the winter started and we're not told of much more than honeydukes and zonkos that he visited then... There might be marvelous mail in businesses that carry everything from books to jewelry to special enchanted items all worth as a present for truly dear friends, but they're not canon...
And don't forget how jealous Ron is usually becoming when heÄs remininded of Harry's heritage (like the cloak, the vault...) so Harry must balance it between the intent to make his friends happy and not showing off how much more he theoretically could afford than they would.

On this topic, I believe he was left all of Sirius' family fortune, right? Well that's assuming Sirius' owned anything besides Grimmauld place.

Harry was generous but not a show off.

what are you talking about? Harry always buys the others gifts. in Order of the Pheonix Harry bought Hermione a book on "New theory and gramatica" i think it was about ancient runes. and ron says thanks to harry every time they are opening presents in the same room together. once it was a chudley cannon's hat. i cant remember the other things that it was but Harry was a good friend. he gave Ron and Hermione and the rest presents just like anyone else would have.
i know this whole idea of him only going to his Gringotts vault once was false. if you recall, he visited the vault in book two when he went with the Weasleys, and in book three when he was told not to leave Diagon Alley by the Minister. but i think in other years Bill helped him get some money out so that Harry could skip the "new security measures." Harry wasn't a showoff, no that was Malfoy's role, but he did use the money his parents left him.

IIRC Sirius crazed mum died relatively early after Sirius was thrown into Azkaban... when Harry was four or something like it... so the house would have been without residents for around 9 years which is a lot time to let stuff get out of hands ... and kreacher just wasn't interested in doing much, even if he might have been able to do as much as Dobby he didn't want and nobody was around to give him orders. And after Sirius returned he went into Gandhi mode and had to be ordered to do something or he wouldn't try.

In their fourth year he buys Ron a Chudley Cannons hat, and in sixth year (I think this is right) he buys him a Chudley Cannons book. Normally the things he gives Ron are to do with the Chudley Cannons.
In fifth year he gave Hermione a book on Ancient Runes, previously he had given her sweets and such.
