If you enjoy romantic suspense and are okay with picking up in the middle of the series
is your book. I can't remember if the hero has blue eyes. But it has everything else you describe. The baddie in this one (Romantic suspense always has a baddie) is a serial killer who kidnaps women, so not sure if that would turn you off.

I know I'm asking for a miracle but that's what I'm craving right now *sigh* I'm a sucker for a reverse romance with a vulnerable hero-type and a heroine who gets her man :)
If it has any kind of hurt/comfort for the male character, even better! Especially the smaller Harlequin/Mills & Boon type, but don't limit your recs to just those.
Any genre or time period. No werewolves, vampires, kink/bondage, or rape please.
