He is describing the past, and how everything functioned together. how many sailors would come back from ship wreaks, and oversea-wars. he talks about what was going on during their voyages, and the experiences. he also talks about Liverpool, and he saw under the shadow of the great dingy stree-wall of Prince's Dock, which was a common sailor so intensely black he must needs have been native African of the unadulterate blood of ham. ham was cursed by god, as referring to the black race and commonly cited by Europeans and Americans as justification for Negro slavery.
