That's a legitimate "author," a repackager/reseller of public domain content such as Wikipedia articles. As they are using public domain content, they're technically not ripping it off.
No need to apologize. These "authors" get noticed often by people who suspect they should be deleted.
If someone could please look into it, this page appears to be a complete rip off of popular titles. If there's a more appropriate place to report this then I'm sorry but it simply struck me as wrong.
