Title and ISBN question about native book

2) The book is pulling from Amazon, and the listing for Amazon is in English...http://www.amazon.com/Kramers-Dutch-E.... I'm changing the title to the Dutch, and adding a librarian's note with the English version, for ease in combining editions, later, if needed.
former university librarian supporting IT-guy here. I only recently joined the site, but when I was scanning my books I was amazed to see an ISBN come up as a totally different book.
The ISBN I scan is: 9789068822915 and this seems to trigger The Arthingworth Collection, Important English Furniture, Country Life Paintings and Decorations. Auction Book
However, the book in question is: Kramers English-Dutch and Dutch-English Dictionary: Official Spelling
With this last entry I have some beef. Normally you would register the book with the title in its original language and not a translated version as seems to be the case with this one. And the title of the book I hold in my hand and what is showing on the image is clearly Dutch.
The ISBN associated with this entry is 9789027476142 and all my searches seem to indicate that that ISBN as well is the Dutch version.
So basically two questions:
1) how to add an additional ISBN to a title
2) should this title not be changed to the proper language instead of English?
